Caution Reviews, Protests and Appeals

Post by Hootius » Sat Nov 09, 2019 6:58 pm

On Track Reviews and Procedures
  1. On track incidents should be avoided at all costs.
  2. On track incidents that result in a caution will be automatically reviewed by the PRL Chief Oval Steward and will be ruled on immediately following the race.
  3. On track incidents that do not cause a caution can still be reviewed. Please message Charles Sumner via PM on Discord within 30 minutes of the end of the race. If Charles is not present for the race, please contact one of the other Organizers.
  4. Race Start and Caution Restarts will also be reviewed by the Steward team for early 3-wide violations.
  5. PRL's Racing Rules and iRacing's Sporting Code are in effect for all official races through the season.
  6. Stewards will issue a caution point value against a driver(s) found at fault for initiating the caution, as well as drivers maneuvering carelessly or recklessly that lead to other drivers getting involved in the caution. The standard is 1 point per caution, however the Stewards have the right to issue a larger point value if the action that started the incident was deemed to be a Major infraction. No points will be assessed if Netcode if ruled to be the deciding factor.
  7. Any driver assessed 2 caution points within a 3 race period (rolling timeline), will be ordered to start from the rear of the field for the next race. Any driver assessed 3 caution points within a 5 race period (rolling timeline), will be suspended for 1 race (which will not go towards a bye week). Any driver assessed 5 cautions points during the duration of the season will be parked for the remainder of the season.
  8. Any driver who is issued an EOL start penalty shall not qualify. Drivers caught doing so will be issued a black flag and will be disqualified.
  9. Any driver who gets DSQ for not serving a black flag during the race will be placed in last and all points will be removed, and the race will not count as a drop week. If you receive a black flag in the final moments of a race and do not have time to serve it, you must contact the race organizers so the appropriate action can be taken.
  10. You have the right to Appeal a caution decision if you feel the original ruling was incorrect. Contact will Charles Sumner withing 48 hours of the end of the race if you wish to Appeal a ruling. The entire Steward Team will review the incident and will cast a vote, in which the majority vote will be the final verdict. Losing an Appeal will place a 30-day restriction in place where you may not Appeal a verdict again.

Race 1: Chicagoland

Penalties to be served this race:
None

Reviews from this Race:
  1. The Stewards reviewed the Lap12 caution. The Stewards have found Dan McLaren at fault for hitting the apron under his own doing in the apex of T3/4, and moving up into the 2nd lane and creating contact that triggered a multi-car accident.
  2. The Stewards reviewed the Lap 18 caution. The Stewards have found Barron Hilton at fault for hitting the wall under his own doing in T1 and then moving down the track and creating contact that triggered a multi-car accident.
  3. The Stewards reviewed a protest of contact during the Lap 18 caution. The Stewards have determined that the contact that James Duke made to the rear of Colton Layne was avoidable and that James have time to properly slow down to avoid that contact. The Stewards are awarding James a 0.5 caution penalty for this contact.
  4. The Stewards reviewed the Lap 27 caution. The Stewards have found Jean-François Pilote at fault for hitting the wall under his own doing on the approach to T3 and then moving down the track and creating contact that triggered a multi-car accident.
  5. The Stewards reviewed the Lap 64 caution. The Stewards have noted the extreme way Christain Macrelli's car bounced before his car moved to the right and started an accident. The unrealistic nature of the car bounce is being ruled as a netcode event, and Christain will not recieved a caution penalty for this incident.
  6. The Stewards reviewed the Lap 70 caution. The Stewards have found Michael Lortie at fault for hitting the wall under his own doing on the exit of T4 and then moving down the track and creating contact that triggered a multi-car accident.
  7. The Stewards reviewed the Lap 77 caution. The Stewards have found David Wilson at fault for moving to the left on the apron as Brandon Walter had his car established in that position, which the contact lead to both cars spinning
  8. Due to the race finishing with a short sprint to the Finish Line after the pace car pulled in from the final caution, PRL Management called the race as official before the sim gave the command of green before that sprint. The order that the field paced under on Lap 81 (before going double file) is the official finishing order for this race.

Race 5: Charlotte

Penalties to be served this race:
  1. For accumulating 3 caution points in a 4 race span, Barron Hilton will serve a 1 race suspension at Charlotte.
Reviews from this Race:
  1. The Stewards reviewed the Lap 18 caution. The Stewards reviewed back to the original point of contact that sent JF Pilote into the astroturf, and found JF and Chad Brown drifting into opposite directions on the exit of T4 when the contact happened. The Stewards are giving each driver a partial point for shared responsibility of the contact.
  2. The Stewards reviewed the actions of JF Pilote through the front stretch infield for a violation of unsafe track re-entry, which lead to contact that triggered the yellow. The Stewards have ruled that JF did take appropriate actions of staying off of the gas and making slight wheel inputs to try to control the car, but the car jumped in the air twice due to the paved legends oval. There will be no additional penalty awarded for unsafe track re-entry.
  3. The Stewards reviewed the Lap 25 caution. The Stewards have found Danny Cervantes at fault for creating contact with the rear of James Duke on the front stretch.
  4. There was a protest of contact on Lap 40 between Dan McLaren and James Duke. The Stewards have found that entering T3 that James' entrance was wide enough that Dan was able to go down and hug the apron in a manor that gave him enough overtake established when James moved low and into the quarter panel of Dan. The contact lead to James' car getting disrupted, but that was the extent of it. The Stewards have ruled this as a racing deal and no penalty will be given.
  5. The Stewards reviewed a Lap 80 protest of contact between David Wilson and Brenden Chatley. The Stewards have ruled that Brenden have sufficient room to the inside and held a consistent line throughout T3/4 and that David moved up and created contact with Brenden, disrupting the car and leading to losing multiple spots. The Stewards are giving David a partial caution point for this contact created.
  6. The Stewards reviewed the Lap 83 caution. The Stewards have found James Duke at fault for creating contact with the rear of JFP past the apex of T3/4, which sent JFP up the track  and lead to contact with the outside wall off of T4.
