Stewards Reports, Protest & Appeal

Protest

• All protests relating to a racing incident must be submitted within 72 hours of event completion. Protests that are submitted late will be dismissed.
• We suggest drivers involved in an on-track situation to talk it over with one another first before turning in a Stewarding Protest. Take it upon yourselves to watch the replays, even in slow motion if needed.
• Protests that are incorrectly submitted or late will be dismissed. Please contact the Chief Steward directly if you are having issues making a submission before the 48 hour time limit.
• The driver being protested may be contacted by the Chief Steward if their PoV is deemed necessary, either by the website private message system or by email. The protested driver then has 72 hours to submit his/her own evidence. A ruling can be made by the Stewards without needing the Protested driver's PoV.
• The incident will be reviewed by the Stewards, and a decision will be announced in the respective championship’s "Stewards Reports" topic, along with the Incident ID.

Appeals

• All appeals must be submitted within 72 hours of the publication of the Stewards Report as follows:
• Appeals shall be reasonable, logical, based on sound evidence, and related to the PRL Racing Rules.
• Appeals that are frivolous, incorrectly submitted, or late will be dismissed. Repeated appeals of this nature will result in disciplinary action.
• Only one appeal per incident is permitted.
• The Appeal will be reviewed by the PRL Stewarding team, and a decision will be announced in the respective championship’s Stewards Reports thread.
• If a driver loses 2 Appeals in a 30 day period, they will have a 60 day ban placed on them before being able to Appeal another ruling by the Stewards.

Penalties

• The penalties that can be awarded for infractions of the rules include points deductions, race disqualifications, race suspensions, or you may be made to start the next race from the pits.
• More severe penalties may be given in some circumstances. The PRL Stewards reserve the right to award any penalty they feel is appropriated.
• Some protests will result in a warning rather than a penalty, but a second warning within 3 months may result in a penalty.

Penalty Matrix
Penalty matrix is only being displayed in an effort to help the drivers understand how penalties are applied given the infraction being assessed. PRL Stewards reserve the right to deviate from this penalty structure based on the nature of the incident.

Additional sanction/warning (all these drivers will received PM)

• For accumulating two majors incident during the same race, ghuard will receive a race ban to be served at Long Beach
• For having submitted several unjustified protests, the stewards have revoked the right to submit protest for the remaining of the season to thesavvyninja
• For accumulating two minor incidents during qualifying, Ethan will receive an official warning by the stewards and h is under probation.
• Following investigation of protest ID 2021S2-026, Alessandro de Tullio will receive a warning to check his internet connection.
• Following investigation of protest ID 2021S2-026, Mark_MacDonald will receive a final warning regarding chat misconduct.
• For posting publicly a video that could create precedent and a flaming situation, dkranes will receive an official warning for forum misconduct.

Round 5 @ Long Beach

The stewards received two protests from incidents happened at the start of the race before the fountain.

• Protest ID: 2021S2-034 - Protested Driver: Christopher Richards - Ruling: Major Penalty - 20 Pointsfor Causing a contact/collision (7.1)
  • crich88848 has been found responsible of an incident involving a lot of cars at the fountain. The incident nearly cause a roadblock. Due to the nature of the incident, stewards awarded a major penalty to Christopher Richards
• Protest ID: 2021S2-035 - Protested Driver: Neil J Alexander - Ruling: Major Penalty - 20 Pointsfor Causing a contact/collision (7.1)
  • Neil Alexander has been found responsible of an incident before the fountain. Since the road was half block and yellow flag was thrown, stewards awarded a major penalty to Neil for causing a collision with Galaz (other cars involved/impacted).
    • An appeal was received from Neil Alexander . An extended stewarding teams reviewed the incident and they are still considering it as a Major. Forst, under yellow flag condition, stewards concluded that Neil was not enough careful, especially when the yellow flag is a the fountain of long Beach. Galaz did not spun in front of Alexander, it's rather a netcode that caused the collision. Stewards concluded that even without the netcode, Alexander would have collided with Galaz.

  • Stewards investigated an incident between andyspicer and TRG on the first corner of the second lap. Stewards deemed Andy responsible for the collision. They are also adding +1 point as car multuplier (Rcnick )

  • Stewards investigated an incident between Ethan and Mark_MacDonald on the first corner of the second lap. Stewards deemed Ethan responsible for the collision.

  • Stewards investigated a chat misconduct by thesavvyninja during qualifying. Stewards deemed responsible Aaron for a chat misconduct in violation of Specific Series Rules 3.1.
• Protest ID: 2021S2-051 - Protested Driver: Joey Haynes JHaynes92 ) - Ruling: Racing Incident Penalty - 0 Pointsfor Causing a contact/collision (7.1)
  • Stewards investigated a multiple car incident happened on lap 12 involving JHaynes92 , VikingHR , Ethan , nickhorvath , Gunner & Kaynor . Olson was on the left side, Haynes on the middle side and Oring on the right side. Haynes had enough overlap to entitle the place in the corner but Olson closed on him. On the other hand, Stewards think Haynes could have lift up but there was also Oring on the inside. Following the contact, Oring managed to avoid contact and did a little lost of control. Horvath managed to avoid everything. Gunderson reacted to the incident and got a little off track which made his car unbalanced and touched Norris while rejoining. Due to the fact Haynes, Olson and Oring almost got 3-wide, Stewards is calling this a racing deal due to a chain reaction.
• Protest ID: 2021S2-052 - Protested Driver: Ethan Lampe (Ethan Lampe ) - Ruling: Minor Penalty - 10 Pointsfor Bump passing - Incidental (7.2)
  • Stewards investigated an incident during the qualifying session between Mark_MacDonald & Ethan Lampe . Stewards deemed Ethan responsible of a dive bomb causing the collision between both drivers.

• For accumulating 5 minor penalties in 8 races, Ethan has been suspended for the remaining of the season.

• Protest ID: 2021S2-057 - Protested Driver: Dave Mennenoh - Ruling: Minor Penalty - 10 Points for Causing a contact/collision (7.1)
  • The stewards received a protest for a collision between DAVE_MENNENOH and Neil Alexander during the qualifying session of the final round of the season. Stewards deeemed Mennenoh responsible of the contact and are giving a 10-pts minor penalty for the contact.
