Protest
[ul]
[li]All protests relating to a racing incident must be submitted within 48 hours of event completion. Protests that are submitted late will be dismissed.[/li]
[li]Drivers involved in an on-track situation are required to talk it over with one another first before turning in a Stewarding Protest. Take it upon yourselves to watch the replays, even in slow motion if needed.[/li]
[li]Protests that are incorrectly submitted or late will be dismissed. Please contact the Chief Steward directly if you are having issues making a submission before the 48 hour time limit.[/li]
[li]The driver being protested may be contacted by the Chief Steward if their PoV is deemed necessary, either by the website private message system or by email. The protested driver then has 48 hours to submit his/her own evidence. A ruling can be made by the Stewards without needing the Protested driver's PoV.[/li]
[li]The incident will be reviewed by the Stewards, and a decision will be announced in the respective championship’s "Stewards Reports" topic, along with the Incident ID.[/li]

Appeals
[ul]
[li]All appeals must be submitted within 48 hours of the publication of the Stewards Report as follows:[/li]
[li]Send an email to stewards@precisionracingleague.com[/li]
[li]The subject line must be in the following format: Appeal: [Investigation ID][/li]
[li]List your PRL username in the body text[/li]
[li]Your e-mail must explain why you feel the initial decision by the Stewards was wrong.[/li]
[li]Appeals shall be reasonable, logical, based on sound evidence, and related to the PRL Racing Rules.[/li]
[li]Appeals that are frivolous, incorrectly submitted, or late will be dismissed. Repeated appeals of this nature will result in disciplinary action.[/li]
[li]Only one appeal per incident is permitted.[/li]
[li]The Appeal will be reviewed by an extended PRL Stewarding team, and a decision will be announced in the respective championship’s Stewards Reports thread.[/li]
[li]If a driver loses 2 Appeals in a 30 day period, they will have a 60 day ban placed on them before being able to Appeal another ruling by the Stewards.[/li]

Penalties
[ul]
[li]The penalties that can be awarded for infractions of the rules include time penalties, points deductions, position penalties, race disqualifications, grid penalties, race suspensions, or you may be made to start the next race from the pits.[/li]
[li]More severe penalties may be given in some circumstances. The PRL Stewards reserve the right to award any penalty they feel is appropriated.[/li]
[li]Some protests will result in a warning rather than a penalty, but a second warning within 3 months may result in a penalty.[/li]

Round 1: Australia - Melbourne Grand Prix Circuit (22Sep18 @ 7pm GMT)

[li][ID: 571] The Stewards investigated an incident between CloudyBalloons and Yhyy123 in T8 of L10. Cloudy was the leading car with Yhyy trailing behind and gaining. T8 is a flat-out out right hander, so late braking/dive bombing was not in play in this type of scenario. Yhyy had a run on Cloudy, misjudge the positioning of Cloudy, and created contact with the rear of Cloudy's car, which result in Cloudy spinning into the right hand wall and braking the front wing off. Due to creating contact with another vehicle which resulted in damage, Yhyy will be awarded a 2 point penalty. There will be no additional penalty for illegally gaining a position due to contact against Yhyy as Cloudy retired from the race immediately after the incident, and Yhyy did not have a change to return the spot back.[/li]
[li][ID: 572] The Stewards investigated several reports of contact between Michaelangelo53 and Michemery. Reviewing both driver's POVs, the Stewards found several points of incredibly close racing, which included some wheel on wheel, and wheel on sidepod contact, that did not result in damage or loss of position for either driver. The most notable contact took place in T13 of L27. As Michael and Mich entered the turn, Michael gave less than a car widths of room and Mich went on the curbing to avoid contact. The curb caused Mich to understeer into the sidepod of Michael, and Mich gained the position. Due to both drivers giving little room while not outright breaking rules in a careless manner, the Stewards have rules these occasions as racing deals and no penalties will be awarded.[/li]
[li][ID: 573] The Stewards investigated several reports of contact between Michaelangelo53 and MaxTheRacer. Looking at the POV of both drivers, any contact felt by Michael was a result of netcode, as Max did not show contact from his POV. Due to the netcode, the Stewards have ruled all "points of contact" as racing deals and no penalties will be awarded.[/li]
[li][ID: 574] The Stewards investigated a report of multiple defensive moves made by MaxTheRacer on the pit straight of L16. The Stewards found no evidence of Max breaking Rule 9.1 and that the small movements (about a half car width) noticed from the trailing driver were a result of netcode. No penalty will be awarded for this.[/li]
[li][ID: 575] The Stewards investigated an incident between Harino and Yhyy123 in T3 of L7. Harino was the leading car with Yhyy trailing behind. There was no issue on entry or apex of the 2 cars as Yhyy was following behind. When reviewing the video in slow motion on corner exit, Harino's car starts to slide before the car indicator turns red, and the driver's hand did not raise in a manner in which the game shows contact was made. Due to no physical evidence that contact was made (though we cannot rule out that there may have been contact through netcode), the Stewards have deemed this incident a racing deal and no penalty will be awarded.[/li]
[li][ID: 576] The Stewards investigated an  incident between Harino and Bastos in T1 of L13.. Heading into the braking zone of T1, Harino was on the left side of the straight, as Bastos was on the right as he just left pit road. Harino never cleared Bastos, and Bastos did not break the pit road exit line. As they raced through T1, wheel on wheel contact was made and both drivers went to the grass of T2. From the video provided, it was  too close to call if Harino left a full car's width of room at the apex of T1, where the contact happened. Due to the closeness of this incident and that the video does not show either driver outright breaking a corner-rights rule, the Stewards have deemed this a racing incident and no penalty will be awarded.[/li]

**Steward's Note**

Guys, though everyone has passed a ping test to be in this League, please remember that a good portion of the League are from different countries and netcode can, and will be an issue at times. Please keep this in mind if you all decide to partake in extremely close battles.

While the Stewards are not overly concerned with the amount of protests considering it was the 1st race of a new game, it was the fact that all but 1 resulted in no penalties.That kind of a percentage is concerning, given that we all have leagues to run and race in, and personal lives outside of the PRL that makes the time we volunteer to Stewards to be not taken lightly. This League has never been an issue in the past and has had one of the lowest amount of protests submitted given the amount of racers in the League. I have respected that out of all of you as drivers, and the great work your organizers do with the league.

Please remember there is a rule written on the Protest form that driver's are suppose to communicate with one another before bringing the issue to the Stewards. This is to help eliminate if there was a netcode issue and for drivers to get on the same page with one another if possible, thus saving what little time the Stewards have. It is the job of the Stewards to right the wrongs, penalize those who cause a dangerous situation through no fault of another driver, and help keep the integrity of the league's intact so no one is racing in a manner that would shine. What we are not here for is to settle issue between drivers. 

This is not prevent anyone from submitting a Steward protest in the future, we just want to make sure that protests that are sent in are for the right reasons and that the proper protocol is being followed. Round 2: Bahrain - Bahrain International Circuit (29Sep18 @ 7pm GMT)

[li][ID: 580] The Stewards investigated reports of several contacts and violations between Michaelangelo53 and MaxTheRacer at Bahrain. As was in the Australian protest, the Stewards were seeing clear signs of netcode and latency issues between the 2 drivers as their separate POVs were showing contact between the 2 drivers at points that was not happening on the other driver's POV. Due to this connection issue, no penalty will be awarded for any contact infraction. The Stewards urge both driver moving forward to be aware of the connection issue between themselves to help prevent future investigations if possible.[/li]

Round 3: China - Shanghai International Circuit (06Oct18 @ 7pm GMT)

[li][ID: 586] The Stewards investigated 3 different incidents on track involving Adrilocdoc and WaVeIntel during the Chinese Grand Prix. In all 3 investigations, the Stewards found WaVe as at fault in initiating the contact. In all 3 incidents as well, WaVe gained the position over Adril due to the illegal contact. WaVeIntel will be awarded a 9 point penalty with all incidents in consideration.[/li]

Round 4: Azerbaijan - Baku City (13Oct18 @ 7pm GMT)

[li][ID: 593] The Stewards have investigated the incident and actions of WaVeIntel and Adrilocdoc on L24. Due to both drivers braking several PRL racing rules and conduct that goes against PRL standards, both WaVeIntel and Adrilocdoc have been disqualified from the Azerbaijan Grand Prix. Along with that, both drivers will also be suspended from the Spanish Grand Prix and will be placed on probation in that any further actions of this nature will result in a permanent ban from PRL competition.[/li]

Round 7: Canada - Circuit Gilles Villeneuve (10Nov18 @ 7pm GMT)

[li][ID: 611] The Stewards investigated a L32 incident between McSendit and KillerBlue195 in the hairpin turn. The Stewards have found Killer at fault for creating contact with the rear of McSendit, causing him to spin and then gaining the position due to that contact. The Stewards are awarding KillerBlue195 a 3 point penalty.[/li]
[li][ID: 612] The Stewards investigated an incident between McSendit and PRL_GaryDonegan in T5 of the last lap. The Stewards have ruled that while Gary made contact with the rear of McSendit while attempting a maneuver to left on corner entry, the maneuver to the left was due to McSendit drifting to the right in the braking zone in front of Gary after having left the right lane open entering the braking zone. The Stewards have deemed this a racing deal and no penalty will be awarded.[/li]

Round 9: Austria - Red Bull Ring (01Dec18 @ 7pm GMT)

The Stewards have ruled that Dave was too far back and did not have any overtake established when he closed in on Robertsome1 and Carcanon and created wheel on wheel contact with both cars, and took over the positions from both cars, and did not return the positions since he gained them by making contact. The Stewards are awarding DavejaVu a 5 point penalty for this incident.[/li]

Round 10: Great Britain - Silverstone Circuit (08Dec18 @ 7pm GMT)

The Stewards have ruled that Jabo did not leave Heated a car's width worth of room on the approach to T1, and that Heated did have established overtake and rights to the line he was going in upon entry. Due to crowding Heated off track, the Stewards are awarding Jabo-044 a 1 point penalty.[/li]

Round 11: Germany - Hockenheimring (15Dec18 @ 7pm GMT)

[li][ID 626]: The Stewards were asked to remove a 5 second penalty for Po18GG due to an "illegal Overtake" for passing under Safety Car conditions while entering pit road. The car in question was a disconnected driver directly in front of Po. However upon further review of Po's video, he was actual ahead of the 2nd car in front as well as he crossed the white entrance line of pit road. Due to this, the Stewards find the in-game's penalty system was correct and no further action willl be taken.[/li]

Also, It has long been the stance of the Stewarding team that we do not remove in-game time penalties due to the fact that the game does communicate with other drivers if a driver was given a penalty, and they may not try to make an overtake thinking they only need to be within a delta to gain the position, and not risk an incident possibly going for an overtake. While the penalized car may find it unfair to recieve the time penalty, it would be just as unfair to take away a position from the follower unknowingly if the situation was correct or not. Due to those factors, the Stewarding Team does not remove in-game time penalties after the fact of a race.

Round 13: Belgium - Circuit de Spa-Francorchamps (12Jan19 @ 7pm GMT)

[li][ID 639] The Stewards were asked to remove a 5 second penalty for VSR Lambo due to a corner cut in the final chicane on L17. The replay provided did show that all 4 tyres were outside of the white track line after initiating contact with IRLT Janul. The Stewards fall back on to the in-game's penalty system to penalize accordingly as it would and will not reverse the time penalty.[/li]
Also, It has long been the stance of the Stewarding team that we do not remove in-game time penalties due to the fact that the game does communicate with other drivers if a driver was given a penalty, and they may not try to make an overtake thinking they only need to be within a delta to gain the position, and not risk an incident possibly going for an overtake. Th Stewards have ruled that at the breaking point going into T8, Ne-yo did not have proper overtake established and went for a late break move to get the inside line on Cantera. Cantera had the rights to his line that he took when contact happened between the 2 drivers. Due to the nature of this incident and that no damage was had by either driver, the Stewards are ruling this a racing deal and no penalty will be awarded.[/li]
