Protest

[ul]
[li]All protests relating to a racing incident must be submitted within 48 hours of event completion. Protests that are submitted late will be dismissed.[/li]
[li]Drivers involved in an on-track situation are required to talk it over with one another first before turning in a Stewarding Protest. Take it upon yourselves to watch the replays, even in slow motion if needed.[/li]
[li]Protests that are incorrectly submitted or late will be dismissed. Please contact the Chief Steward directly if you are having issues making a submission before the 48 hour time limit.[/li]

[li]The driver being protested may be contacted by the Chief Steward if their PoV is deemed necessary, either by the website private message system or by email. The protested driver then has 48 hours to submit his/her own evidence. A ruling can be made by the Stewards without needing the Protested driver's PoV. [/li]
[li]The incident will be reviewed by the Stewards, and a decision will be announced in the respective championship’s "Stewards Reports" topic, along with the Incident ID.[/li]

Appeals

[ul]
[li]All appeals must be submitted within 48 hours of the publication of the Stewards Report as follows:

[li]Send an email to stewards@precisionracingleague.com[/li]
[li]The subject line must be in the following format: Appeal: [Investigation ID][/li]
[li]List your PRL username in the body text[/li]
[li]Your e-mail must explain why you feel the initial decision by the Stewards was wrong.[/li]
[/ul]
[/li]
[li]Appeals shall be reasonable, logical, based on sound evidence, and related to the PRL Racing Rules.[/li]
[li]Appeals that are frivolous, incorrectly submitted, or late will be dismissed.  Repeated appeals of this nature will result in disciplinary action.[/li]
[li]Only one appeal per incident is permitted.[/li]
[li]The Appeal will be reviewed by an extended PRL Stewarding team, and a decision will be announced in the respective championship’s Stewards Reports thread.[/li]
[li]If a driver loses 2 Appeals in a 30 day period, they will have a 60 day ban placed on them before being able to Appeal another ruling by the Stewards.[/li]

Penalties

[ul]
[li]The penalties that can be awarded for infractions of the rules include time penalties, points deductions, position penalties, race disqualifications, grid penalties, race suspensions, or you may be made to start the next race from the pits.[/li]
[li]More severe penalties may be given in some circumstances.  The PRL Stewards reserve the right to award any penalty they feel is appropriated.[/li]
[li]Some protests will result in a warning rather than a penalty, but a second warning within 3 months may result in a penalty.[/li]

Round 3: Watkins Glen International - Boot (03 Jul)

[li][ID: 547] The Stewards investigated the accident that happened on the Backstretch of Lap 1. Sebastian Maceira was the leading car and had issued exiting the Esses, which allowed Thomas Ellison to get a run and both drivers were side-by-side on the Backstretch. However due to Maceira's exit issues, both drivers were slowed and that gave Matthew Fraley a run on the Backstretch from several car lengths back. Fraley then tried to make a move between both cars, trying to force a 3-wide on the Backstretch. In making his move however, Fraley created contact with the left-rear corner panel of Ellison, which spun him into Maceira and resulted in the track being blocked and creating a huge multi-car accident. Replay showed that both Maceira and Ellison held a straight line, and the contact was due to Fraley's misjudgment. Due to the severity of the accident and past history, the Stewards are awarding Fraley with a 5 point penalty. The Stewards and League Organizers have also agreed that due to past issues with Fraley making aggressive moves that has led to accidents, and the fact that this huge pile up could have been prevented with a little bit of patience in the first 35 seconds of a 60 minute long race, Fraley will also receive a one race suspension. Fraley will also be put on probation for the rest the Season, in which any actions deemed careless or unsafe by the Stewards or Organizers, will result in losing his full time seat.[/li]
[li]Due to creating a post that was in direct violation to the PRL's Code of Conduct, Jean Caringi will receive a 1 point penalty and is placed on probation. Any further conduct can result in a suspension or ban, based on PRL Management's discretion. [/li]

Round 4: Canadian Tire Motorsport Park (10 Jul)

[li][ID: 552] The Stewards investigated contact that happened between Juan Landini and Gary Schilling in T5 of L33. Gary was the lead car, and a lap down, with Juan closing in from behind. Coming to the entrance to T5, Gary stayed to the left to serve a blue flag and gave more than enough room to Juan to take the inside line. Juan locked up his tires under braking and moved off of the inside groove and created contact with Gary, causing both cars to spin. Due to the fact that Juan lost 2 positions for his actions and this did not have an impact on Gary's final position, the Stewards are declaring this a racing deal and no penalty will be awarded.[/li]

As for reports of Gary ignoring blue flags on L32 and L33, the Stewards did not find any evidence of Juan being close enough to Gary until T5 of L33 for Gary to serve a blue flag. In T5 of L32, Gary did have a slow entrance and Juan caught him rather quickly, however Juan caught curbing and lost traction on turn exit and allowed Gary to pull far enough ahead that there was no need of a blue flag until the following lap. No penalty will be awarded in this matter.

Round 5: Phillip Island Circuit (17 Jul)

[li][ID: 554] The Stewards investigated an incident in T4 of L1 involving Shawn Kenning. Shawn was running middle of the pack coming into the braking zone of T4. Shawn missed his braking zone by a decent margin and drove himself off track in an effort to avoid contact with other vhciles who were braking for T4. However, Shawn ended up cutting back accross the track near the apex of T4, and created contact with the front of Justin Hall. Due to creating contact in a dangerous manner even though it was in an effort to avoid trying to make contact, Shawn Kenning will be awarded a 3 point penalty.[/li]

Round 7: Autodromo Enzo e Dina Ferrari - GP (31 Jul)

[li][ID: 558] The Stewards investigated contact involving Thomas Ellison, Justin Hall, and Matthew Fraley on the formation lap coming to the start of the race. Coming out of the final turn, several drivers had fallen behind the driver in front of them, not just the 3 drivers mentioned above. There was excessive acceleration and then braking that was happening as drivers were trying to bunch back up before the leader took the green flag. This lead to a chain reaction of events of near misses, and then the rear-ended contacts with the drivers listed above. Since multiple drivers trying to close the gap lead to this situation, the Stewards have decided to list this as a racing deal and will issue the entire League a warning that this kind of action will have a 0 tolerance policy moving forward and drivers will be expected to do a better job managing the gaps, or accelerate in a safer manner and start with that extra gap is necessary.
[ID: 559] The Stewards investigated an inquiry to if pole-sitter Juan Pablo Tanoni jumped the green flag at the start of the race. Due to the official replay not showing exactly when the light turned green, and Juan not accelerating before the Pace car turned onto pit road for several seconds, there will not be any penalty issued by the Stewards for this inquiry due to lack of evidence.
[ID: 560] The Stewards investigated the large multicar accident that happened between T2 and T3 on L1. The start of the wreck happened on the exit of T2 between Alexander Klenk and Daniel Pinto. Alex was on the outside of Daniel on the exit of T2 when his car spun in a manner that it was struck in the quarter panel. The replay showed a sizable gap between the 2 drivers when Alex's car spun rapidly. Also looking at the replay, both drivers were holding their lines and neither had a drastic change of direction right before the incident happen. The Stewards have found both drivers innocent in this accident, and it was a matter of netcode. Also, this resulted in a huge wreck since Alex and Daniel were battling for 2nd at the time and the rest of the field was bunched up behind them. The Stewards have ruled that the rest of the accident was a chain reaction event started by the netcode contact, and no drivers will recieve any penalties for any action in this accident.[/li]

Round 10: Virginia International Raceway - Full Course (21 Aug)

[li][ID: 565] The Stewards investigated contact that happened after the checkered flag of the race between Gary Schilling and Juan Manuel Landini. Gary was the leading car and slowing down after crossing the checkered flag with Juan trailing behind. Juan was slowing down as well, but not as much as Gary and contact was created. While the Stewards agreed Juan should have slowed down more and not created the contact, it has been ruled that this was not observed as a malicious or move that would be against PRL's Code of Conduct. No penalty will be awarding in this situation since this was post race and did not have any effect on the finishing order, but the Stewards request that all drivers pay close attention and avoid contact on the cool-down lap, since the League does give a bonus point for safe driving and we do not want to have to put more work on the Stewards or Organizers to make sure that post race incidents have an effect on the bonus points.[/li]
