On Track Reviews and Procedures

  • On track incidents should be avoided at all costs.
  • On track incidents that result in a caution will be automatically reviewed by the Oval Stewards and will be ruled on 48 hours following the race.
  • On track incidents that do not cause a caution can still be reviewed. Please submit a protest using the Protest Form on the PRL website.
  • Race Start and Caution Restarts will also be reviewed by the Steward team for early 3-wide and Lead Car speed violations.
  • PRL's Racing Rules and iRacing's Sporting Code are in effect for all official races through the season.
  • Stewards will issue a Caution Point value against a driver(s) found at fault for initiating the caution, as well as drivers maneuvering carelessly or recklessly that lead to other drivers getting involved in the caution. Please refer to the Rules Document for a full explanation.
  • Any driver who is issued an EOL start penalty shall not qualify. Drivers caught doing so will be issued a black flag and will have to serve a drive-thru penalty.
  • Any driver who gets DSQ for not serving a black flag during the race will be placed in last and all points will be removed, and the race will not count as a drop week. If you receive a black flag in the final moments of a race and do not have time to serve it, you must contact the race organizers immediately so the appropriate action can be taken.
  • You have the right to Appeal a caution decision if you feel the original ruling was incorrect. Contact will Charles Sumner withing 48 hours of the rulings being posted to Appeal a ruling. The entire Steward Team will review the incident and will cast a vote, in which the majority vote will be the final verdict. Losing an Appeal will place a 30-day restriction in place where you may not Appeal a verdict again.
  • Penalties and race thresholds will carry over from season to season in 2021.

Round 1: Pocono

Penalties to be served:

  • The following drivers were found at fault for a caution at the S2 finale at Iowa, and must not qualify at Pocono: Adam Young, Barron Hilton, Nicholas Hunter.
  • For not being in attendance to serve a penalty from a prior race, John Labaff must not qualify at Pocono.

Caution and Protest Reviews:
  • The Stewards reviewed the Lap 4 caution. Coming off the exit of T3, Patrick Cowgill was attempting to go up the middle of a 3 wide as Adam Schoen was drifting off the corner for his racing line. At the point of contact, the Stewards have ruled that both drivers were slightly moving towards one another and both drivers share equal responsibility in this caution.
  • During the Lap 4 caution, the Stewarts noticed erratic driving by Kelly Kuehl by having ample time to slow and react to the wreck in front, but instead proceed to stay full throttle and making drastic turns. While there is no penalty for this because contact was not made, these types of actions are deemed dangerous by the Stewards and will issue Kelly a warning for conduct driving through wreck as it had the potential to lead to race ending damage for other drivers checkup up safely.
  • During the Lap 4 caution, the Stewards have ruled Eric Hauck unsafely approached the caution by not slowing properly and lead directly to extra damage for 2 other drivers that otherwise wouldn't have happened.
  • The Stewards reviewed the Lap 13 caution. The Stewards have ruled that Patrick Cowgill came down into C.M. Pennington and then lost control in T1.
  • The Stewards reviewed the Lap 21 caution. The Stewards have found Dustin Smith at fault for getting into the rear of Danick Momy in T2, resulting in a spin.
  • The Stewards reviewed the Lap 25 restart caution. The Stewards have found Abner Acosta at fault for clipping the rear quarter panel of Adam Young on the fronts retch, resulting in a multicar wreck.
  • The Steward reviewed the Lap 35 caution. The Stewards have found Jess Vaught at fault for getting into the rear of Daniel Ferguson going into T1.
  • Due to an error in the creation of the Session, unlimited fast repairs were on in error. This was not caught until after the drivers pitted for the 1st caution. While leadership does not want to put an unfair penalty on the drivers affected by this, the Stewards also want to make a ruling as fair as possible for the other drivers as well not affected by this change since fast repairs should not be an option in this league. With that said, there will be no changes made to the finishing order of Joao Guerra, Adam Schoen, Stacy Hunter and Patrick Cowgill. Each of those 4 drivers ended up with a DNF shortly thereafter in another wreck, and the Stewards ruled on the side of "it was meant to be". As for Mark Kaelin and David Mayberry, both drivers benefited of repairing significant damage and continued on in the race, finishing on the lead lap. After much deliberation, the Stewards ruled that the fairest handling of this matter would be to relegate Mark and David to the tail end of the lead lap of the finishing order. The Stewards will also allow the drivers to keep any bonus points they earned during the race as a make up for this issue.
  • After repeated warnings being given out by the Chief Stewards during every caution, the Stewards found that Danick Momy to a fast repair after the Lap 23 caution. The Stewards are ruling that Danick would stop being scored at that point, and finish 21 laps down.
  • After repeated warnings being given out by the Chief Stewards during every caution, the Stewards found that C.M. Pennington took a fast repair after the Lap 26 caution. The Stewards are ruling that C.M. would stop being scored at that point, and finish 19 laps down.

Penalties to be served the next race:
  • For being charged with a full Caution Point at Pocono, the following drivers must not qualify at Chicago: Abner Acosta, Dustin Smith, Jess Vaught and Patrick Cowgill.

Post Race Appeals:
  • There was an appeal made to the Lap 13 Caution Ruling. While the Stewards note that while Pennington did not go down to the apron line, he is no ablidged to do so and held a steady distance in a reasonable line, and that Patrick traveled several lanes to the point of contact. The Stewards are denying this appeal and the origional ruling stands.
  • There was an appeal made to the fast repair penalty handed to C.M. Pennington on Lap 26. While the Stewards do not feel that the fast repair was made in an unsportsmanlike attempt and the Stewards also note that the damage Pennington had was not terminal and he might have stayed on the lead lap due to the amount of cautions that happened, the Stewards are still sticking with the origional ruling due to the constant communications being made on the matter.

Round 2: Chicagoland

Penalties to be served:

  • For being charged with a full Caution Point at Pocono, the following drivers must not qualify at Chicago: Abner Acosta, Dustin Smith, Jess Vaught and Patrick Cowgill.

Caution and Protest Reviews:
  • The Stewards reviewed the Lap 1 caution. The Stewards have ruled that Nicholas Hunter was not holding a steady line on the front stretch and is responsible for the contact to the quarter panel of Eric Hauck which triggered the accident.
  • On review of the Race Start, the Stewards have found Nicholas Hunter guilty of an early 3-wide violation.
  • The Stewards reviewed the Lap 41 caution. The Stewards have ruled that neither John Labaff nor Clayton Curry made a move that would have caused contact, and the gap between the 2 trucks trucks was enough that the caution will be ruled as a result of netcode, and no penalty will be given for this caution.
  • During the Lap 41 caution, the Stewards have ruled that Stacy Hunter had the visibility and distance of the wreck to be able to slow down properly to reduce the chance or impact of damage, and he did not which resulted in severe damage to himself and John Labaff. The Stewards are issuing a partial caution point for this contact.
  • The Stewards reviewed the Lap 46 caution. The Stewards have found Doyle Lowrance at fault for losing control off of T4 and triggering an incident.
  • The Stewards reviewed the Lap 83 caution. The Stewards note at the point of contact that lead to the spin, that Austin Hunter was moving right and Ryan Traver was moving left. The Stewards have ruled that both drivers shared responsibility in this caution and will split the caution point.
  • On Lap 43 during the pit stops of the caution, the Stewards have ruled that Danny Cervantes on the exit of his pit stall, drove thru too many stalls and even through a car for position as they were leaving their pit box and is in violation of our pit road procedure.

Penalties to be served the next race:
  • For being charged with a full Caution Point at Chicago, the following drivers must not qualify at Knoxville: Doyle Lowrance and Nicholas Hunter.

Round 3: Knoxville

Penalties to be served:

  • For being charged with a full Caution Point at Chicago, the following drivers must not qualify at Knoxville: Doyle Lowrance and Nicholas Hunter.

Caution and Protest Reviews:
  • The Stewards reviewed the Heat 1 L3 caution. The Stewards have ruled that Ryan Traver lifted at an appropriate time and that the contact made to the quarter panel of Daniel Ferguson entering T1 was mainly due to a slight slip of the rear which caused Daniel to lose 3 mph. The Stewards are ruling this contact as a racing deal and no penalty will be given.
  • The Stewards reviewed the Heat 3 Lap 1 caution. The Stewards ruled that while Tom Sink was moving right at the point of contact, Patrick Cowgill moved left due to the excessive bumps up near the front straight wall. The Stewards are ruling this contact as a racing deal and no penalty will be given.
  • The Stewards reviewed the Lap 1 caution. The Stewards have ruled that Daniel Ferguson lifted at an appropriate time and that the contact made to the quarter panel of John Labaff entering T1 was mainly due to a slight slip of the rear which caused John to lose 3 mph. The Stewards are ruling this contact as a racing deal and no penalty will be given.
  • The Stewards reviewed the Lap 18 caution. The Stewards have found Barron Hilton at fault for a self spin in T1. The Stewards also note an incident on the back stretch involving a loss of control with Ryan Traver and Charles Sumner, but that occurred after the wreck had ensued in T1.
  • The Stewards reviewed the Lap 23 caution. The Stewards are ruling that Patrick Cowgill was in control of his vehicle at the time of contact that lead to the wreck, and a downshift was the cause of a speed drop that did not allow Mark Kaelin proper time to check up to avoid contact. The Stewards are ruling the contact as a racing deal and no penalty will be given for this review.
  • The Stewards reviewed the Lap 29 caution. The Stewards have found Stacy Hunter at fault for making contact to the rear of Josh Bittner entering T1, resulting in a spin.
  • The Stewards reviewed the Lap 33 caution. The Stewards have found Jake Blackhall at fault for making contact with the rear of Mike Richter exiting T4, resulting in a spin.
  • The Stewards reviewed the Lap 38 caution. While the main ruling will be a chain reaction event that is ruled as a racing deal for those drivers involved, the source of the chain reaction was Ryan Traver moving several lanes down and causing a check up. The Stewards are giving Ryan a partial penalty for the lane movement under the PRL rule of blocking.
  • The Stewards reviewed the Lap 42 caution. At the point of contact that triggered the spin, the Stewards have ruled that both Austin Hunter and Ryan Traver shared equal responsibility moving towards one another, for the contact that initiated the wreck.
  • During the Lap 42 wreck, the Stewards have found Austin Hunter in violation of not holding his brakes and allowing his truck to move freely backwards and into the lane of oncoming traffic, resulting in contact.
  • The Stewards reviewed the Lap 51 caution. The Stewards have found Austin Hunter at fault for clipping the rear of Jim Westerfield exiting T4, resulting in a spin.
  • The Stewards reviewed the Lap 55 caution. The Stewards have ruled that Daniel Ferguson lifted at an appropriate time and that the contact made to the quarter panel of John Labaff while in T1 was mainly due to a slight slip of the rear which caused John to lose some pace. The Stewards are ruling this contact as a racing deal and no penalty will be given.
  • The Race Results attached to the session had to be adjusted manually by league management due to many position swaps occurring during the drag race to the checkered flag. The finishing order on S3 R3 tab is the correct finishing order as the field was under the caution pacing, and none of the drag race passes counted based on our league rules.

Penalties to be served the next race:
  • For being charged with a full Caution Point at Knoxville, the following drivers must not qualify at New Hampshire: Barron Hilton, Ryan Traver, Stacy Hunter, and Jake Blackhall. For not being in attendance in the prior race to serve a penalty, Doyle Lowrance also must not qualify at New Hampshire.
  • For being charged 2 caution points at Knoxville, Austin Hunter will receive a 1 race suspension.

Round 4: New Hampshire

Penalties to be served:

  • For being charged with a full Caution Point at Knoxville, the following drivers must not qualify at New Hampshire: Barron Hilton, Ryan Traver, Stacy Hunter, and Jake Blackhall. For not being in attendance in the prior race to serve a penalty, Doyle Lowrance also must not qualify at New Hampshire.
  • For being charged 2 caution points at Knoxville, Austin Hunter will receive a 1 race suspension.

Caution and Protest Reviews:
  • The Stewards reviewed the Lap 2 caution. The Stewards have found Nicholas Hunter at fault for moving right off of T4 exit and clipping the quarter panel of Joao Guerra, resulting in a spin.
  • During the Lap 2 wreck, the Stewards have found Joao Guerra in violation of not holding his brakes and allowing his truck to move freely backwards and into the lane of oncoming traffic, resulting in contact.
  • The Stewards reviewed the Lap 55 caution. The Stewards have found CM Pennington at fault for moving left off the exit of T2 and making contact with Danny Cervantes, resulting in a spin.
  • The Stewards reviewed the Lap 62 caution. The Stewards have found Mike Richter at fault for a dive bomb into T1 and washing up the track, creating contact with Abner Acosta, resulting in a spin. Due to the distance traveled to create the contact, there will be an additional partial point added to this review.
  • The Stewards reviewed the Lap 69 caution. The Stewards have found David Mayberry at fault for getting into the rear of CM Pennington in T1, resulting in a spin.
  • The Stewards reviewed the Lap 75 caution. The Stewards have ruled that Jake Blackhall's move to the right in T3 and across the nose of Curtis Young did not give Curtis proper time to react as the contact happened. Due to the lane change, the Stewards have found Jake at fault for this caution.
  • The Stewards reviewed the wreck that occurred on the Last Lap in T3/4. The Stewards have observed that the wreck was first triggered by Barron Hilton hitting the back of Adam Zemke in T3, causing a check up/accordion event. From there, Charles Sumner (middle) and Elliot White (bottom) moved underneath Barron at the apex of the corner. From there, the Stewards observed that Barron then proceeded to keep moving left and created door contact with Charles, which then triggered contact with Charles and Elliot, resulting in Charles getting spun into the pit road water barrels. Because of the multiple points of contact made in the corner, the Stewards have found Barron Hilton at fault for this review,

Penalties to be served the next race:
  • For being charged with a full Caution Point at New Hampshire, the following drivers must not qualify at iRacing SS: Joao Guerra, CM Pennington, Mike Richter, David Mayberry and Jake Blackhall. For not being in attendance in the prior race to serve a penalty, Stacy Hunter also must not qualify at iRacing SS.
  • For being charged with 3 cautions within a 5 race span, Nicholas Hunter will receive a 1 race suspension.
Under Appeal
  • There was an appeal made for this ruling. The Stewards are upholding the contact being made to the rear of Adam Zemke by Barron Hilton as at fault and the cause of the check up. That action in itself was half of the caution point. The 2nd half of the incident, the ruling has been changed due to netcode between Charles Sumner and Elliot White halted Charles' leftward progress, in which then contact Charles and Barron happened afterwards. So the 2 factors combined, Barron Hilton will only receive a 0.5 caution point for this review, and will not recieve a 1 race suspension for 3 points in 5 races (2.5 accumulated).

Round 5: iRacing SS

Penalties to be served:

  • For being charged with a full Caution Point at New Hampshire, the following drivers must not qualify at iRacing SS: Joao Guerra, CM Pennington, Mike Richter, David Mayberry and Jake Blackhall. For not being in attendance in the prior race to serve a penalty, Stacy Hunter also must not qualify at iRacing SS.
  • For being charged with 3 cautions within a 5 race span, Nicholas Hunter will receive a 1 race suspension.

Caution and Protest Reviews:
  • The Stewards reviewed the Lap 6 caution. The Stewards have found CM Pennington at fault for moving right in T1 and creating contact with Ryan Traver, resulting in a spin.
  • The Stewards reviewed the Lap 10 restart. The Stewards have found Danny Cervantes at fault for a restart violation for passing and early 3 wide. Due to multiple infractions, the Stewards are issuing a full point for this infraction.
  • The Stewards reviewed the Lap 17 caution. While contact between Curtis Young and Eric Hauck in T1 lead to a spin and the caution coming out, The Stewards noted that Eric had to check up to avoid contact with the truck in front of him, and this did not give Curtis time to avoid contact. The Stewards are ruling this caution as a racing deal and no penalty will be given.
  • The Stewards reviewed the Lap 48 caution. The Stewards have found Joao Guerra at fault down multiple lanes and creating contact with car to his inside, resulting in a multicar collision. Due to the distance traveled to create the contact and that Jaoa did not appear to be cleared at any point, the Stewards are charging 1.5 caution points for this review.
  • The Stewards reviewed the Lap 53 restart. The Stewards have found Adam Schoen at fault of an early start violation and gaining position non damaged cars that were on proper pace for the start.
  • The Stewards reviewed the Last Lap wreck that happened in T3. The Stewards have ruled that there was netcode contact between Patrick Cowgill and Colton Layne that sent Colton up the track and into Charles Sumner, triggering a spin and contact with Elliot White. Because neither Patrick nor Colton made a move towards each other worth of contact, the Stewards are ruling this wreck to be caused by netcode and no penalty will be given.
  • The Stewards reviewed the Last Lap wreck that happened off of the exit of T4. The Stewards have found Esteban Rodriguez at fault for making contact to the LR quarter panel of Austin Hunter, causing a spin and triggering a multicar incident.
  • Due to the PRL rule of clearing black flags of those either sent down pit road due to a wreck or having to use pit road to dodge a wreck, the Stewards are adjusting the final order based on Adam Schoen and Austin Hunter being ruled a lap down based on being black flagged crossing the finish line. Based on finishing order of how everyone crossed the line, Adam will be promoted to 11th, and Austin to 15th.

Penalties to be served the next race:
  • For being charged with a full Caution Point at iRacing SS, the following drivers must not qualify at Phoenix: Joao Guerra, CM Pennington, Danny Cervantes and Esteban Rodriguez.
  • For not being in attendance in the prior race to serve a penalty, Stacy Hunter, Mike Richter, and David Mayberry also must not qualify at Phoenix.
  • Since CM Pennington did not serve the qualifying penalty at iRacing SS and has a separate penalty for Phoenix, the iRSS penalty will now carry over to Watkins Glen in Round 7.

Round 6: Phoenix

Penalties to be served:

  • For being charged with a full Caution Point at iRacing SS, the following drivers must not qualify at Phoenix: Joao Guerra, CM Pennington, Danny Cervantes and Esteban Rodriguez.
  • For not being in attendance in the prior race to serve a penalty, Stacy Hunter, Mike Richter, and David Mayberry also must not qualify at Phoenix.

Caution and Protest Reviews:
  • The Stewards reviewed the Lap 3 caution. The Stewards have found Ryan Traver at fault for losing control off of T4.
  • The Stewards reviewed the Lap 46 caution. The Stewards have found Patrick Cowgill at fault for losing control off of T4.
  • The Stewards reviewed the Lap 57 caution. The caution was caused by contact between Adam Young and Josh Bittner entering T3. After a netcode situation caused a big check up in T1, there was a big enough speed discrepancy that the Stewards move Adam made to the inside of Josh was not a dive bomb and Adam held is line on the painted apron line. From there, Josh turned to the left and initiated the contact with Adam. However with the speed discrepancy previously mention, the Stewards recognize that as a partial factor, and will only charge Josh a partial caution point for this review.
  • The Stewards reviewed 3 occurrences during the Lap 64 caution. The Stewards observed Jim Westerfield getting loose off of T4 and made contact to the inside pit wall, but he did not spin and therefore does not play into the ruling of this caution. The Stewards also noted that contact between Tom Sink and Joao Guerra on the front stretch caused Joao to check and gave Adam Schoen no time to react to avoid contact, but again since Joao and Adam hit the inside wall and did not spin due to that hit, it will not play into the ruling of this caution. There Stewards observed Curtis Young moving to the right off of the exit of T4 and initiated contact with Adam Zemke. This did lead to a spin for both cars and happened at the same time as the Joao contact, so that wreck in front played no part in Curtis making contact with Adam. Due to the spinning nature of this contact and not the others, Curtis Young is found at fault for this caution.
  • During the Lap 64 caution, the Stewards have ruled that Danny Cervantes did not make a checkup motion at all and drove through the incident while being positioned in the middle of the straight away. While netcode spared Danny from damage, he hit 2 other vehicles causing them to hit other cars on the front stretch.
  • The Stewards reviewed the Lap 70 caution. The Stewards have ruled that due to nature of the 3 wide spacing and Clayton holding a consistent distance to the apron line and Daniel Ferguson holding a consistent distance to the wall with the appearance of a small netcode distance between the 2 drivers on the back stretch, the Stewards are ruling this review a racing deal and no point will be given.
  • The Stewards reviewed the Lap 90 caution. The Stewards have found Colton Layne at fault for bouncing off the wall exiting T4 on his own accord and then making contact with Tom Sink, resulting in a spin.
  • The Stewards reviewed a wreck that took place on the Last Lap. As the leaders have already taken the white flag, the was an incident coming off of T4. The Stewards have ruled that there was sizable netcode between Elliot White and Eric Hauck, and that at the point of that netcode contact, the Stewards can not say with 100% that either driver's trajectory would have absolutely lead to contact. Due to that ruling, no point will be given for this review.
  • The Stewards reviewed a wreck that took place on the Last Lap. The Stewards have found Daniel Ferguson at fault for making contact to the LR of Barron Hilton off of T2, resulting in a spin.

Penalties to be served the next race:
  • For being charged with a full Caution Point at Phoenix, the following drivers must not qualify at Watkins Glen: Patrick Cowgill, Danny Cervantes, Ryan Traver, Colton Layne, Curtis Young, and Daniel Ferguson
  • For not being in attendance in the prior race to serve a penalty, Stacy Hunter, Mike Richter, and David Mayberry also must not qualify at Watkins Glen.
  • Since CM Pennington did not serve the qualifying penalty at iRacing SS and has a separate penalty for Phoenix, the iRSS penalty will now carry over to Watkins Glen in Round 7.

Round 7: Watkins Glen

Penalties to be served:

Caution and Protest Reviews:
  • The Stewards reviewed a protest of contact on Lap 20 between Esteban Rodriguez and Bradley Holly. The Stewards have found Esteban at fault for an unsafe rejoin on the exit of the Bus Stop after an incident with Barron Hilton. Furthermore while reviewing the incident, the Stewards have ruled that based on the accelerator and wheel inputs that we could judge based on our sound and visual observation in the replay (not the telemetry), that Esteban is being charged with a purposeful attempt to hit Barron after the recovery, which put him in the path to be hit by Brad. Due to the perceived nature of the move, the Stewards are issuing a 1 race ban against Esteban.

Penalties to be served the next race:
  • Due to a Stewards ruling, Esteban Rodriguez will serve a 1 race suspension at Nashville.
  • For not being in attendance in the prior race to serve a penalty, Daniel Ferguson, Mike Richter, and David Mayberry also must not qualify at Nashville.

  • The Stewards reviewed the Lap 6 caution. The Stewards have found Nicholas Hunter at fault for losing control off of T4.
  • The Stewards reviewed the Lap 17 caution. The Stewards have found Barron Hilton at fault for making contact to the LR of Josh Bittner entering T3, resulting in a spin.
  • The Stewards reviewed the Lap 24 caution. Entering T1, Dalton Geyer's car completely disappearing, and then Jake Blackhall's truck acts like it gets hit and spins, with Dalton's truck reappearing further in the turn. Due to the connection issue, no penalty will be given for this caution.

Round 10: Daytona

Penalties to be served:

  • For being found at fault for a start violation and receiving a caution point, Esteban Rodriguez must not qualify at Daytona.
  • For not being in attendance in the prior race to serve a penalty, Daniel Ferguson, Mike Richter, and David Mayberry also must not qualify at Daytona.

Caution and Protest Reviews:
  • The Stewards reviewed the Lap 26 caution. The Stewards have noted that while Joao Guerra and Thomas Roberts were moving towards one another, it was Joao who traveled further to the right after taking an awkward line when "contact" between the 2 drivers on the front stretch, resulting in a wreck. With that noted, the Stewards have also ruled that the netcode gap between the 2 drivers was enough to not put full possible blame on Joao. So with that, the Stewards will issue a partial caution point to Joao for this review.
  • The Stewards reviewed the Lap 31 caution. The caution started in T1 with Dalton Geyer trying to come down into the bottom lane in front of Adam Schoen. It was a slow merge with some hesitation which lead to "contact" with Adam, and then a spin. While Dalton being indecisive put the drivers in a peculiar situation, there was also a small amount of netcode that also contributed. So with that, the Stewards will issue a partial caution point to Dalton for this review.
  • The Stewards reviewed the Lap 47 caution. The Stewards are ruling that a check up event happening in front did not give Curtis Young the time or visibility to avoid making contact with Eric Hauck, which triggered an incident. Due to the nature of this incident, no caution point will be given to any driver.
  • The Stewards reviewed the Lap 53 caution. The Stewards are ruling that a check up event happening in front did not give multiple drivers time or visibility to avoid contact with each other with eventually lead to a multicar incident. Due to the nature of this incident, no caution point will be given to any driver.
  • The Stewards reviewed multiple incidents that happened right at the finish line of the Final Lap of the race. Due to the close racing nature and the type of contact in which was created, no penalties will be given to any drivers for the reviews.

Penalties to be served the next race:
  • For not being in attendance in the prior race to serve a penalty, Mike Richter, and David Mayberry's DNQs will carry over to S4 if they register.
