Test Matrix
These rules apply to all PRL championship events unless otherwise specified, or unless clearly not applicable.
All drivers are required to read, understand, and abide by these rules. Please contact the Chief Steward if you do not understand a rule.
All PRL members are expected to treat other members with respect. Verbal abuse and swearing are not allowed on voice or text chat.
Cheating is not permitted under any circumstances.
All PRL drivers must understand some basic English, or comfortable enough to use Google Translator on their own if needed.
You are not permitted to talk during qualifying or the race in the game voicechat unless absolutely necessary.
Our Discord server is free to use for all drivers but we are not responsible if someone is talking in the room you are in. You can contact your organiser if you want to create a public or private channel for your team.
Team Selection will start around 7 days before the season starts.
Max team size is 3, however only the Top 2 finishers of each race will be scored for the team, thus allowing 2-driver teams a chance to compete. Due to this calculation, no drop weeks will be calculated in any way for the Team Championship.
If you have not created or joined a team, you will not compete in the team championship.
If you join a team later in the championship, your previous rounds points will not count for the team.
After the first race with your team, you cannot change your team at any point throughout the season. Though a new teammate may be added to your team in the case if a driver drops out or loses their seat for any reason.
Team drivers are not forced to use the same car, but you must use the car you have selected on signups.
The car you will select at your first race is the one you must keep for the entire season. You will be DSQ if you join with a different car. Unless in the following instances:
If the BoP is adjusted by iRacing during the season, we will allow drivers to change their car (1-time only) only if BoP happened before Round 5. Drivers will have one week (approx.) from the time we inform them to change their car. They can't revert it back.
All event participants must be active members of PRL.
All event participants must be a minimum 13 years of age.
Drivers must meet series requirements, this includes any iRating and License minimum requirement set per series. Those requirements can be found in the series forum section and can be reviewed by the management at any moment prior the start of the season.
Drivers who fail to reach the minimum requirements a week before the season starts will be removed from the series and will receive a refund.
Previous season drivers (returning drivers) do not need to respect the minimum iRating.
You must use a wheel and pedals. Using any other type of input method is not allowed (Mouse, Keyboard, Controller, etc.).
A driver is not allowed to flash his headlights in an attempt to make an overtake for position. Flashing headlights may only be used in a situation when coming up on a lapped vehicle so they are aware that a lead lap car is coming up to them. Abuse of headlight flashing can result in a penalty.
You must listen and follow race director/organiser instruction sent over the voice chat and PM text chat. Not following a race director or organiser instruction can result in a penalty. Make sure your voice chat is turned on.
Should technical issues prevent the race from taking place, it will be rescheduled for a break week, or after the season. No races will be cancelled unless there is absolutely no way to fit it in before the start of the next Season.
Drivers are allowed to use spotters
Spotters do not need to be a part of the PRL
Spotters are not allowed to contact any other driver for any reason during the race.
Spotters are expected to follow the same Code of Conduct rules as the drivers. Any intervention or sanctions will be reflected on to the driver. Trustworthy spotters are recommended since you are responsible for their actions.
Open Qualifying:
When you are on your out lap in qualifying, you must try your best to not affect another driver who may be on their hot lap. This goes for both yielding to cars approaching from behind, and refraining from overtaking cars on their hot lap.
In Qualifying, each driver is responsible for ensuring there is enough track space to complete their hot lap. It is not the responsibility of any driver ahead who may also be on their hot lap.
Normal corner rights rules apply in qualifying when attempting to overtake another driver.
Standing Start:
The countdown to the start of the race will be signaled by sequential red lights. After a short delay, all lights will turn green which means the race has started.
Rolling Start (for road and oval):
The pole sitter must maintain a pace +/- 5mph (8kph) and may not overly fluctuate speed on the pace lap.
It is every driver's responsibility to assure that restart rules are not broken in accordance to passing the pace car too soon. Any black flags given by iRacing for passing the pace car too soon will not be cleared by race admins.
Drivers shall not pass cars in their own pacing line or the other line before the lights turn green.
You can overtake a car before the start/finish line if it lacks of speed (from damage), spins or crashes. The overtake must happen on the opposite side of the preferred line of the first turn (example: for ovals, you must pass on the right side or iRacing will black flag you).
iRacing’s rolling start rules and procedure must be respected at all time and cannot be changed.
Stewards reserves the right to investigate a driver's race start and apply a jump start penalty for gaining an unfair advantage.
Restart Etiquette (Oval Series):
The leader must do his best to maintain a consistent speed with minimizing fluctuation.
The Leader must keep the speed +/- 5mph of pacing speed to be within regulation before accelerating at their choosing once the Pace Car leaves the track.
The Leader can move up to the halfway point of the straight/turn if they wish to position themselves for the start. The leader may not force the top line to go further to the wall.
Drivers are allowed to move side to side to keep tire heat up during cautions. Fast acceleration/hard braking is not permitted. Any contact created or extending a caution due to spinning because of tire warming will be penalized with a Caution Points penalty after the race.
When you exit the pit-lane, you are not permitted to cross the dedicated pit line. iRacing will black flag you whether you gained any time or not.
Cars on the race track have right-of-way over cars entering the race track from the pits.
If you intend to pit, but are alongside another driver at the pit entrance and they are blocking your entrance to the pits, it is your responsibility to yield by slowing down. Do not swerve in front of other drivers to enter the pits.
Drivers are only allowed to drive through 5 pit stalls entering and exiting their pit stall.
For Oval Series, all car(s) are to stay to the right while going down Pit Road.
Contacts and collisions must be avoided. You are not allowed to intentionally wreck yourself or another driver during the official PRL sessions. This includes Practice (to a certain extent as if we are all having fun and want to have a mosh pit in the final minute of practice), Qualifying and Race. Intentional wrecking during a race (or immediately thereafter while the broadcast is still going) is grounds for removal of the PRL permanently.
Bump passes are not permitted. Bump passes are defined as the trailing car creating contact with the leading car in order to gain the preferred line and emerge in front.
If contact between two drivers occurs, the trailing driver will be deemed responsible for the contact unless the contact is caused by the leading driver breaking a rule specified in these regulations or losing control of their vehicle.
If you can prevent an incident by steering into the dirt or grass, you are expected to do so.
If contact between drivers occurs that results in the guilty driver making up places on the innocent driver, the guilty driver must immediately relinquish that position; even if it means the guilty driver has to allow drivers who were not involved in the incident to pass while waiting for the driver they created contact with to resume racing.
If you have to relinquish a position, move off the racing line before you slow down. Coming to a full stop is not allowed. Continue at the slower pace until the other driver passes you.
If a car has sufficient overlap at the turn-in point of the corner, then cornering room must be given by both cars to allow the cars to take the corner together.
‘Sufficient overlap’ or ‘overlap’ is defined as having any part your front wheels alongside the rear wheels of the car ahead. A following car has right to it’s established line any time that it has overlap. Leading or defending cars must yield to this right to road.
In order to be entitled to space at corner exit, the following car must maintain overlap throughout the corner. Having overlap at turn-in does not grant you space entitlement at corner exit by default. If sufficient overlap is not kept throughout the corner then the leading car has the right to choose any line he wishes at the corner exit and the trailing car must then yield.
If 2 cars enter a corner with overlap and that overlap is maintained throughout the entire corner, the car on the inside must maintain an inside line throughout the entire corner and the car on the outside must maintain an outside line throughout the entire corner. If any car narrows or tightens his radius which results in him ‘crossing lines’ from outside to inside or vice versa, that driver will be at fault for any contact that ensues.
More than one change of direction to defend a position is not permitted. Any driver moving back towards the racing line, having earlier defended his position off-line, should leave at least one car width between his own car and the edge of the track on the approach to the corner.
Any driver defending their position on a straight, and before any braking area, may use the full width of the track during his first move, provided no significant portion of the car attempting to pass is alongside his.
For the avoidance of doubt, if any part of the front wheel of the car attempting to pass is alongside the rear wheel of the car in front this will be deemed to be a ‘significant portion’.
Blocking is not permitted at any time.
Any deviation by a driver from the racing line, that is a reaction to a move from the trailing driver which impedes the trailing drivers forward progress, is not permitted at any time.
You are entitled to choose your racing line, and positioning your car on the inside line is a fair manner to defend your position. However, you must position your car on this defensive line before the trailing driver attempts to pass you, and not as a reaction to his attempt.
The ahead driver must not make any malicious or inappropriate braking or slowing manoeuvres. Leading drivers must never 'brake test' the car(s) behind them, swerve in a braking zone, or try to break a tow. The leading driver is entitled to be slower or use longer and earlier braking zones than the trailing driver. They are also entitled to use whichever racing line they choose.
Manoeuvres liable to hinder other drivers, such as deliberate crowding of a car beyond the edge of the track or any other abnormal change of direction, are not permitted.
As soon as a driver is caught by another driver who is about to lap him, the driver who is about be lapped must allow the lapping driver past at the first available opportunity. He must do this safely, and with minimal disruption. He should be predictable, and he shouldn’t brake hard or quickly change his racing line.
If you have been lapped due to a pit cycle, you can only attempt to unlap yourself if the lapping car clearly loses pace or makes a mistake which allows you to pass. However, if the lapping car regains pace and catches back up to you, you must again allow it to pass.
A driver recovering from an incident and returning to the track must not impede any other car who is running in a proper racing line.
If there is not an opportunity to safely rejoin the track for several seconds, you must wait until it is safe to do so.
If two or more cars involved in a position battle together leave the track for any reason, they must rejoin in the order they left the track and without gaining an advantage.
Following an incident, if you are not able to maintain race speeds you must safely tow your car to the pits
Drivers must use the track at all times. For the avoidance of doubt, the white lines defining the track edges are considered to be part of the track but the kerbs are not.
A driver will be judged to have left the track if no part of the tires remains in contact with the track.
Corner cutting is generally policed by iRacing, but repeated and excessive corner cutting and taking advantage of a sim flaw can be protested and sent to the Stewards.
Should a car leave the track the driver may rejoin, however, this may only be done when it is safe to do so and without gaining any advantage.
A driver may not deliberately leave the track without justifiable reason.
If a position is gained by running off track, you must relinquish that position.
Should a driver get a track limit slowdown penalty must serve it in a safe way, outside of racing line. Driver must not impede another driver while serving track limit slowdown penalty.
Drivers must start the race and finish 50% of the race distance completed by the winner to score points determined by final race order. Drivers that do not satisfy this requirement will be issued a DNF.
Drop Week Rules
Each driver is allowed to drop their lowest scoring race.
Season Finale cannot be dropped.
DSQ races cannot be dropped.
Penalty points are not droppable because penalty points are applied to a driver's total points.
This includes any events you may have missed.
Drop week is automatically applied in the results spreadsheet after Round 5.
There is no drop week for team championship, but drivers drop week is taken into account.
Bonus points are allocated to drivers following those rules
Bonus points will not be issued to drivers that are issued a DNF
Fastest Lap during the race shall receive one (1) bonus point
Pole Position at the end of qualification shall receive one (1) bonus point
Drivers that completed 50% of race distance with 3 incidents and less shall receive one (1) bonus point.
Championship Tie-Breaker
In the event where 2 Drivers are tied in points at the end of a Season, the Driver with the most Wins in that Season will be awarded the position in the Final Standings. If both Drivers have the same amount of Wins, then the Driver with the most 2nd Place finishes will be awarded the position in the Final Standings. This can continue on as needed (3rd, 4th, 5th, ect.) until the tie is broken.
In the event where 2 Teams are tied in points at the end of a Season, the Team with the most Driver Wins in that Season will be awarded the position in the Final Standings. If both Teams have the same amount of Driver Wins, then the Team with the most Podiums/Top 5s finishes will be awarded the position in the Final Standings. If the Teams are still tied at this point, then the Team with the highest finishing Driver in the Driver Standings will be awarded the tie-breaker.
Any driver who starts the race will be scored points.

Championship Tie-Breaker

The Stewards panel is composed of the League's Management Team and Amateur/Pro drivers. Every Steward, including the Chief Steward, has to share any possible conflict of interest and shall remove themselves from the Stewarding process of an incident review.
The Chief Steward shall be replaced by a Director or a League's Owner if this latter is considered to be in conflict of interest.
Teams affiliation and being involved in the incident are considered conflicts of interest.
All PRL Racing Rules (this includes this page and any series specific rules) and iRacing's Sporting Code are in effect for all official races through the season.
Road Series:
Protest:
On track incidents can be reported to the PRL Stewards by using the Protest Form located under Forms in the top forum navigation.
PRL Management/Organisers reserves the right to review any incident and send a protest to the Stewards.
It is the responsibility of the drivers to submit a protest for review.
You can’t submit a protest for an incident you were not involved in.
All protests relating to a racing incident must be submitted within 72 hours of event completion. Protests that are submitted late will be dismissed.
We suggest drivers involved in an on-track situation to talk it over with one another first before turning in a Stewarding Protest. Take it upon yourselves to watch the replays, even in slow motion if needed
Protests that are incorrectly submitted or late will be dismissed. Please contact the Chief Steward directly if you are having issues making a submission before the 72 hour time limit.
The driver being protested may be contacted by the Chief Steward if their PoV is deemed necessary, either by the website private message system or by email. The protested driver then has 72 hours to submit his/her own evidence. A ruling can be made by the Stewards without needing the Protested driver's PoV.
The incident will be reviewed by the Stewards, and a decision will be announced in the respective championship’s "Stewards Reports" topic, along with the Incident ID.
Stewards can penalize a driver by deducting points, time penalty, event disqualification as well as a forced start from the pits at the next race. Penalty assessed takes into account the type of incident, magnitude of the incident as well as drivers in-season driving record.
Any driver who is issued a pit-lane start penalty shall not start on the grid. Drivers caught doing so will be issued a black flag and will be disqualified.
Appeal:
All appeals must be submitted within 72 hours of the publication of the Stewards Report by using the Appeal Form located under Forms in the top forum navigation.
Appeals shall be reasonable, logical, based on sound evidence, and related to the PRL Sporting Regulations
Appeals that are frivolous, incorrectly submitted, or late will be dismissed. Repeated appeals of this nature will result in disciplinary action.
Only one appeal per incident is permitted.
The Appeal will be reviewed by the PRL Stewarding team, and a decision will be announced in the respective championship’s Stewards Reports thread.
Stewarding Process and Penalty Guidelines
Review Process
Each submitted protest is reviewed by the Stewards and the outcome is decided through a vote.
Evaluation of submitted protests weights in the history of the driver at fault, the severity and impact of the incident.

Oval Series:
On track incidents that result in a caution will be automatically reviewed by the Oval Stewards and will be ruled on within 48 hours following the race (life permitting).
On track incidents that do not cause a caution can still be reviewed. Please submit a protest using the Protest Form on the PRL website. You have 48 hours to submit a protest, or else any late protests will be ignored.
Race Start and Caution Restarts will also be reviewed by the Steward team for early 3-wide and Lead Car speed violations.
Stewards will issue a Caution Point value against a driver(s) found at fault for initiating the caution, as well as drivers maneuvering carelessly or recklessly that lead to other drivers getting involved in the caution. Standard structure is:
For losing control of your vehicle or creating contact with another vehicle in which you are deemed fully at fault is a 1 point violation. The Stewards reserve the right to make the penalty more than 1 point if the move was deemed too careless or reckless based on their discretion, or if you accrue a 2nd incident in the same race or in back to back races.
If the Stewards ruled that both parties in a contact caution share responsibility in the contact, both drivers will be given a .5 point penalty. The Stewards reserve the right to waive penalty against one driver and only charge 0.5 to the other if they deem that one driver was more at fault, but not worthy of a full penalty.
Pit Road violations (not staying right, driving through too many boxes), Pacing violations (leaders goes +/- 5mph of pace speed or drastically changes speed) and Starting violations (early 3-wide) have a standard .5 point penalty. The Stewards reserve the right to increase that to a full point if they feel the act justifies it.
For Protests of contact that do not lead to a caution, the Stewards can assess a penalty from 0.5 to 1.5 points based on damage caused, or in the case of late race protests, immediate positions lost as well.
If multiple incidents happen at the same time, on different parts of the track involving different drivers, each incident will be reviewed as it was the source of the caution and there will be no "splitting" of the caution point between the incidents.
The PRL League Director and Stewarding team reserve the right to make a ruling and give a penalty if they deem necessary for the betterment and integrity of the League based on a driver's actions.
Penalties are as follows:
Any driver assessed fully at fault in a caution (1 point ruling) will be ordered to start from the rear of the field for the next race. If a driver receives (2) 0.5 penalties from contact within 3 races, they will be ordered to start from the rear of the field for the next race. If a driver receives 1.5pts in a single race due to loss of control or contact in a race, they be order to start the next 2 races in the back of the field.
Any driver assessed 3 caution points within a 5 race period (rolling timeline), or charged with 2 full cautions in a single race (either by loss of control or by contact with another driver that they were ruled as the only responsible party) will be suspended for 1 race (which will not go towards a bye week).
Any driver assessed 5 caution points during the duration of the season will be parked for the remainder of the season.
Missed races will be counted for the rolling timeline.
You are free to use whatever paint you want. However, PRL reserves the right to disqualified or banned a member using inappropriate/explicit content on their car.
